Sydney Regional Environmental Plan No 7—(Multi-Unit Housing: Surplus Government Sites) (1986 EPI 10)



2   Aims, objectives etc
The aim of this plan is:
(a)  to implement the State Government’s urban consolidation policy by making available for multi-unit housing significant parcels of surplus government land in residential areas in which there is a lack of suitable sites for that form of housing, and
(b)  to enable the State Government, as landowner, to provide development which the community will accept as a good example of multi-unit housing.
3   Land to which plan applies
This plan applies to the land within the region declared by the Minister by order published in Gazette No 185 of 11th December, 1981, page 6381, which is specified or described in Schedule 1.

4   Relationship to other environmental planning instruments
(1)  Notwithstanding clause 5 (1) of State Environmental Planning Policy No 8—Surplus Public Land, in the event of an inconsistency between this plan and that Policy, this plan shall prevail to the extent of the inconsistency.
(2)  Each environmental planning instrument specified in Schedule 2 is amended in the manner set forth in that Schedule.

medium density housing means a residential development consisting of 2 or more dwellings on a single parcel of land, including dwellings commonly referred to as courtyard houses, row houses, semi-detached houses, terrace houses, townhouses, villa houses or the like.
net hectare, in relation to land, means the area of land intended to be developed for residential purposes, including public accessways and private communal open space but excluding any area dedicated for public roads or public open space.
19C   Development within Zone No 5 (a)
(1)  This clause applies to land within Zone No 5 (a) shaded grey on the map marked “Sheet 4 of Sydney Regional Environmental Plan No 7—(Multi-Unit Housing: Surplus Government Sites) (Amendment No 1)” deposited in the office of the Department and a copy of which is deposited in the office of the Council.
(2)  The owner of any land to which this clause applies may, by notice in writing, require the Corporation constituted under section 8 (1) of the Environmental Planning and Assessment Act 1979 to acquire the land.
(3)  Upon receipt of a notice referred to in subclause (2), the Corporation shall acquire the land to which the notice relates.
Lane Cove Local Environmental Plan 1987 is amended:
(a)  by omitting the definition of the map in clause 5 (1) and by inserting instead the following definition:

(2)  The provisions of clauses 6 (2) and (3), 7 (2) and (3) and 8 (2)–(4) of State Environmental Planning Policy No 25—Residential Allotment Sizes and Dual Occupancy Subdivision apply to and in respect of the land to which this clause applies in the same way as those provisions apply to and in respect of the land specified or described in Schedule 2 to that Policy.
28   Amendment of Parramatta Local Environmental Plan 1993 (Dundas Ward)
(1)  Parramatta Local Environmental Plan 1993 (Dundas Ward) is amended by inserting at the end of the definition of the map in clause 5 (1) the following words:
  
Sydney Regional Environmental Plan No 7—(Multi-Unit Housing: Surplus Government Sites) (Amendment No 6)—Sheet 2 (being a sheet of a map deposited in the office of the Department of Planning and a copy of which is deposited in the office of the council).
(2)  Parramatta Local Environmental Plan 1993 (Dundas Ward) is further amended by inserting after clause 29 the following clause:
  
29A   Development of certain land—Keeler Street, Carlingford
Development of the land shown coloured pink, edged black and lettered “2 (b)” on the map marked “Sydney Regional Environmental Plan No 7—(Multi-Unit Housing: Surplus Government Sites) Amendment No 6—Sheet 2” shall be in accordance with development control plan marked “Development Control Plan—Surplus Government Land, Keeler Street, Carlingford” deposited in the office of the Department of Planning and a copy of which is deposited in the office of the council.
