Part 1 Preliminary
1 Name of Regulation
This Regulation is the Major Events Regulation 2017.
2 Commencement
This Regulation commences on the day on which it is published on the NSW legislation website.
3 Definitions
(1) In this Regulation:the Act means the Major Events Act 2009.Note—The Act and the Interpretation Act 1987 contain definitions and other provisions that affect the interpretation and application of this Regulation.(2) Notes included in this Regulation do not form part of this Regulation.
Part 2 XI FIP World Polo Championship
4 Part applies only in relation to the XI FIP World Polo Championship
The provisions of this Part relate only to the XI FIP World Polo Championship and not to any other major event.
5 Definitions
(1) In this Part:XI FIP World Polo Championship means the XI Federation of International Polo World Polo Championship Sydney 2017.event site means the land shown edged heavy black on the XI FIP World Polo Championship Event Site Map.major event period—see clause 6 (3).(2) A reference in this Part to a named map is a reference to a map of that name in force on the commencement of this Part and held in the Department of Planning and Environment.
6 Declaration of XI FIP World Polo Championship as major event
(1) The XI FIP World Polo Championship is declared to be a major event.(2) For the purposes of section 5 (4) (a) of the Act, the XI FIP World Polo Championship comprises polo matches and associated community activities (including livestock displays, polo industry education, equine health and study programs, music, show jumping and jousting) taking place at the event site.(3) For the purposes of section 5 (4) (b) of the Act, the declaration of the XI FIP World Polo Championship as a major event is in force from 9 October 2017 until 5 November 2017 (the major event period).Note—The major event period includes lead-in and lead-out time to enable construction and removal of facilities.
7 Responsible authority
For the purposes of section 6 of the Act, the Deputy Secretary, Planning Services, Department of Planning and Environment is designated as the responsible authority.
8 Application of provisions of Part 4 of Act
(1) For the purposes of section 5 (4) (c) of the Act, the following provisions of Part 4 of the Act apply in relation to the XI FIP World Polo Championship for the whole of the major event period:(a) Division 2 (Co-ordination and co-operation of government agencies) other than section 17,(b) Division 6 (Environmental Planning and Assessment Act 1979),(c) Division 7 (Local Government Act 1993),(d) Division 8 (Protection of the Environment Operations Act 1997),(e) section 61 (No liability in nuisance),(f) section 62 (Compensation not payable in respect of major event-related matters).(2) For the purposes of section 51 of the Act, 5 November 2017 is prescribed as the expiry date in relation to the XI FIP World Polo Championship.
Part 3 ASEAN–Australia Special Summit

10 Definitions
In this Part:ASEAN–Australia Special Summit means the event specified in clause 11 (2).ASEAN–Australia Special Summit area means the land shown as the ASEAN Events Precincts on the ASEAN–Australia Special Summit 2018 Map approved by the Minister on the commencement of this Part and held in the office of the Commissioner of Police.Note—The ASEAN–Australia Special Summit 2018 Map is published on the NSW legislation website in connection with this Regulation.major event period—see clause 11 (3).pt 3 (cll 9–14): Ins 2018 (85), Sch 1.
11 Declaration of ASEAN–Australia Special Summit as major event
(1) The ASEAN–Australia Special Summit is declared to be a major event.(2) For the purposes of section 5 (4) (a) of the Act, the ASEAN–Australia Special Summit comprises a series of meetings between representatives of the members of the Association of Southeast Asian Nations and Australia (including a business summit, a counter-terrorism conference and associated meetings and events) taking place on 16–18 March 2018 in the ASEAN–Australia Special Summit area.(3) For the purposes of section 5 (4) (b) of the Act, the declaration of the ASEAN–Australia Special Summit as a major event is in force from 15 March 2018 until 19 March 2018 (the major event period).Note—The major event period includes lead-in and lead-out time to enable construction and removal of facilities.pt 3 (cll 9–14): Ins 2018 (85), Sch 1.
12 ASEAN–Australia Special Summit area is major event venue or facility
For the purposes of section 4 (2) (c) of the Act, the ASEAN–Australia Special Summit area is prescribed as a major event venue or facility.pt 3 (cll 9–14): Ins 2018 (85), Sch 1.
13 Responsible authority
For the purposes of section 6 of the Act, the Commissioner of Police is designated as the responsible authority.pt 3 (cll 9–14): Ins 2018 (85), Sch 1.
14 Application of provisions of Part 4 of Act
For the purposes of section 5 (4) (c) of the Act, the following provisions of Part 4 of the Act apply in relation to the ASEAN–Australia Special Summit for the whole of the major event period:(a) sections 21, 22, 28–32 and 34–36 (relating to management of roads and traffic),(b) section 38 (Control of airspace),(c) Division 5 (Safety and crowd management at major events) other than section 47,(d) section 61 (No liability in nuisance),(e) section 62 (Compensation not payable in respect of major event-related matters).pt 3 (cll 9–14): Ins 2018 (85), Sch 1.
Part 4 Invictus Games

15 Part applies only in relation to Invictus Games

16 Definitions
In this Part:Invictus Games means the event specified in clause 17 (2).Invictus Games area means the land shown as the Invictus Games area on Sheets 1–4 of the Invictus Games 2018 Map approved by the Minister on the commencement of this Part and held in the office of the Commissioner of Police.Note—The Invictus Games 2018 Map is published on the NSW legislation website in connection with this Regulation.major event period—see clause 17 (3).pt 4 (cll 15–20): Ins 2018 (577), Sch 1.
17 Declaration of Invictus Games as major event
(1) The Invictus Games are declared to be a major event.(2) For the purposes of section 5 (4) (a) of the Act, the Invictus Games comprise the following, taking place on 20–27 October 2018 in the Invictus Games area:(a) an opening ceremony at the Sydney Opera House,(b) various events at Sydney Olympic Park, the New South Wales Golf Club, the Royal Botanic Garden Sydney, Cockatoo Island and areas on and around Sydney Harbour,(c) a closing ceremony at Sydney Olympic Park.(3) For the purposes of section 5 (4) (b) of the Act, the declaration of the Invictus Games as a major event is in force from 18 October 2018 until 28 October 2018 (the major event period).pt 4 (cll 15–20): Ins 2018 (577), Sch 1.
18 Invictus Games area is major event venue or facility
For the purposes of section 4 (2) (c) of the Act, the Invictus Games area is prescribed as a major event venue or facility.pt 4 (cll 15–20): Ins 2018 (577), Sch 1.
19 Responsible authority
For the purposes of section 6 of the Act, the Commissioner of Police is designated as the responsible authority.pt 4 (cll 15–20): Ins 2018 (577), Sch 1.
20 Application of provisions of Part 4 of Act
For the purposes of section 5 (4) (c) of the Act, section 38 (Control of airspace) of the Act, to the extent that it relates to aircraft that is not piloted by a person who is on board the aircraft, applies in relation to the Invictus Games for the whole of the major event period.pt 4 (cll 15–20): Ins 2018 (577), Sch 1.
